The default ConfigurationStorage class used for the active configuration is ConfigDatabaseStorage.  Site builders can change it in their site's settings.php.  See the comments near the $config_directories lines in the default settings.php file for details on changing the active configuration.

The Driver system provides a mechanism to add new drivers for database, configuration storage, and caching to a Silkscreen site.
